Does anyone know of a program that might be able to do this. Change a photo into these structures based on gray values. As vectors would be best but pixels would be ok.

i have this idea to do a couple of relatively quick head projects, for practice! Here's the first one! So far 2 and a half hours on it! I'm not the quickest in head sculpting, let's hope these short projects will improve that! : )
Just figured I'd post this for the fun of it. I used to doodle in pencil a lot, but could never draw things off the top of my head. Saw this in a comic book.....maybe a 1" square pic.....so I sketched it out 11" X 17". One day I'll get around to making this drawing in 3-D.
